Measures taken for speedy disposal of pending cases

ITANAGAR, Jul 31: A meeting was held in the office chamber of DC Yupia along with all the administrative officers of different circles of Papum Pare district and the officers posted at HQ to discuss the issues related to pending cases in the magisterial courts of the district and to find out remedies for immediate trial of the pending cases in the courts and its disposal.

While chairing the meeting, DC Pige Ligu insisted all the officers to dispose of maximum pending cases within three months.

He also directed the magistrate to take care while granting bail to the accused on the gravity of offence ad as per the case records. Necessary man power and office assistance will be provided to trial magistrate for speedy trial and disposal of cases, the DC said.

 

One killed, suspected killer nabbed

DAPORIJO, Jul 31: A person has been arrested on suspicion of murder of a labourer and is currently in Daporijo police custody.

One Vijay Raito, 37, from Gajapati district of Orissa was allegedly murdered by one Taba Deepak, 36, of Yazali under Lower Subansiri district at Lega area of Nasi village near bank of Subansiri River on July 26, Police said.

The accused has reportedly confessed his crime after rapid interrogation by police. It was also revealed during interrogation that personal enmity led to the murder of Vijay, police said, adding that the alleged murderer threw the deceased’s body into Subansiri river after he was hacked to death.

Police registered a case (no.12/2013) against the accused U/S 302/201 IPC and detained in custody of Daporijo Police, informed Taliha OC.

Police launched search operation to recover the body.

Dumporijo Police detained the alleged accused first on suspicion as he was reportedly seen with Vijay on July 26. Later, Dumporijo Police handed him over to Taliha police.

 

SSA SPD sends reminder

ITANAGAR, July 31: Upset by the inaction of the SSA District Mission across the state for not constituting District level Committee for SSA programme, MDM scheme and RMSA programme, State Project Director SSA Rajya Mission  R K Mishra in a reminder letter to the DDSE cum DPOs (SSA) of all the districts has again asked for constitution of the same. Asking for its early constitution, he further asked the minute of meeting, which has decided the constitution of the committee, to be uploaded in the website and also to send across a hard copy of the same to the office of State Project Director, SSA Rajya Mission. Even after  three months of  office memorandum, the districts  except  Changlang have not shown any positive action taken report in this regard, the  SPD said.

 

‘Defer DPC date’

ITANAGAR, Jul 31: The Arunachal CMJ University B Ed Degree Holder Association has requested the education department to defer the date of DPC of AT to JT promotion.

In a representation submitted to the commissioner education, it said that most teachers eligible for promotion are CMJ B Ed Degree holders who are in the seniority list of director elementary education and the matter of final outcome of the valid degree is subjudice which will be declared by the high court judge on September 2 next.

 

Bana panchayat members hold coordination meeting

ITANAGAR, Jul 31: A first co-ordination meeting of all the newly elected Panchayati Raj members under Bana CD block was held at Kameng Hall, Seppa today.  Abu Taba, CO cum BDO Bana briefed the PRI members about the various Govt. schemes like MNREGA, IAY, IWMP etc and urged them to work for the welfare of their respective villages. D K Thungon, CDPO, Bana also spoke on the occasion. Three ZPMs, six Anchal Chairpersons, twenty five Gram Chairpersons and all the ASMs and GPMs of Bana CD block attended the meeting.

Action against unhygienic meat sellers

ITANAGAR, July 31: The Capital district administration today carried out a drive against unhygienic meat sellers  on the road side at the residential areas of  Abotani Colony and Nitivihar.  The butchers were brought at Police Station for interrogation and to check their  documents like trading license etc. The drive was carried out on the basis of the  complaints made  by the residents of Abotani Colony and Nitivihar areas against the persons selling beef publicly in an unhygienic condition. Such slaughtering of animal and display of meat creates public anguish and also becomes a source of health hazard, the administration observed.

Earlier, in an executive order all slaughtering houses at Abotani areas near bailey bridge point were directed to be closed with immediate effect. DIPRO

 

Daporijo rape case condemned

ITANAGAR, Jul 31: Condemning the recent Daporijo rape incident wherein a minor girl was raped by a 23 year old man, the Nari Kalyan Kendra, Daporijo while terming it as a rare case has urged that the rapist be punished in the hardest way.

In a release it said, he should be given exemplary punishment so that such crimes are not repeated in future.

In a tribal society like ours, we never knew the meaning of rape: though social evils like child marriage and forced marriages existed, it said while also informing that it would extend help to the victim.

It further appealed all the civil societies and other organizations to condemn such act at the highest form and let the law be allowed to take its own course of action by specifically opening a fast track court for such crime, so that justice delivery is not delayed.

 

Efforts to streamline PDS at Damin

ITANAGAR, Jul 31: The Damin Anchal Samiti of Kurung Kumey district has decided that the PDS commodities will be issued to the beneficiaries according to the quota divided against each ASM segment.

It was decided during a meeting held at Itanagar recently among all the PRI members of the area and the PDS contractors.

Its other resolutions are; all the PDS carriage contractors will station their commodities at the distributing centres, 1) at Luruk Pass, and 2) at Parsi Parlo from the respective areas and all the functioning schools under Damin Anchal Samiti will be allotted PDS quotas per boarder strength.

 

Demonstration of paddy transplantation paddy under NFSM

PASIGHAT, Jul 31: East Siang Agriculture Department under National Food Security Mission yesterday conducted a field demonstration on good agriculture practices to ensure higher paddy production.

ADO Miram Perme demonstrated line showing and line transplantation of paddy maintaining recommended spacing and depth at Mongku village.

While interacting with the farmers, Perme informed that the cost of nursery raising, line plantation, critical inputs like seeds, fungicide, insecticides etc will be borne by the government. Altogether 280 farmers from Pasighat, Bilat, Ruksin, Sille-Oyan and Mebo circles will be benefited under the scheme, he further added.

The ADO also spoke in length about maintenance of plants to provide nutrient, sunlight etc and also gave emphasize on proper weeding, harvesting and spraying etc to increase productivity.

Bogong ZPM Okom Yosung urged the growers to take optimum benefit under the scheme. He hoped the method demonstrated in the field will bring higher yields than the conventional methods of paddy cultivation.  DIPRO

ITANAGAR, Jul 31: The State Government has announced cash reward of Rs Two Lakh for providing information leading to arrest of main culprit involved in Bomjen Gapak murder case (no. 118/2013)  of Itanagar Police Station case Under Section 326/302/34 IPC.

Informer(s), whose identity will be kept secret, are requested to contact SP Capital (9436896472), 9436040006, SDPO Itanagar  (9436208679)  and OC PS Itanagar  (9436258720), for any information regarding the case, Nabam Gungte, Superintendent of Police, Papumpare cum Capital Itanagar, said in a release.

 

GWS seeks adequate relief for fire victims

ITANAGAR, Jul 31: Galo Welfare Society (GWS) expressed shock over the fire accident that broke out at Kamba on July 29 burning down 13 houses to ashes.

GWS urged the State Government to provide more relief to the victims, who have lost their all belongings in the devastating fire, on humanitarian ground. The victims could  not save their properties as the fire broke out at night when the people were asleep. The society, however, appreciated the prompt action taken by the West Siang Deputy Commissioner for providing immediate relief to the victims.

 

Pasighat civic body dreams a ‘Role Model City’

PASIGHAT, Jul 31: The newly elected Pasighat Municipal Council (PMC) led by its Chief Councilor Denong Tamuk is planning of a ‘Role Model City’ at Pasighat within the next 50 years as it has chalked out an action plan of township development.

Talking to this correspondent, Deputy Chief Councilor of PMC, Atik Pertin said that infrastructure and road connectivity in and around century-old Pasighat town will be developed within the coming years.

He expressed the hope that the newly constituted municipal body will take Pasighat to a new height. The deputy chief councilor informed that a demand has been placed before the state government to pursue the developmental issues of the council with central government.

Municipal council is an “autonomous body” and there are provisions of direct central government funding for various developmental activities. As per Arunachal Pradesh Municipal Act, 2007, the Deputy Commissioner of respective district is the executive officer of the Municipal councils, while District Urban Development and Town planning are its nodal departments. Besides it, all development departments are parts and parcel of the Municipal Council.

Illegal timber traders arrested

ITANAGAR, Jul 31: Longding Police has arrested three illegal timber traders from Tissing under Longding Police station and seized 60 pieces of hand sawn timber from them.

The arrests were made after Longding Police intercepted a number plate-less Bolero pick-up van laden with illegal timber near Tissing Bridge during a night patrolling conducted under supervision of  Deputy SP Bomto Kamdak along Kanubari-Longding road yesterday night, the Deputy SP informed in a release.

The timbers were being smuggled to Assam via Bimalapur road from Chanu village.

The arrested persons are Taibo Jamikham, (30) of Ranglua Village, Biju Baruah, (28) and Mridul Gogoi, (30) both from Bimlapur, Assam.

A case has been registered in Longding Police Station under Section 379 IPC R/W Sec 25 Assam Forest Regulation Act 1891 against the three arrested persons and the vehicle loaded with illegal timber taken into custody of Longding Police station.

Biju Baruah and Dharmeshwar Gogoi were also found without Inner Line Permit violating the norms of BEFR 1873.

 

 

Ering calls for public hearing on Simang hydro project

PASIGHAT, Jul 31: Union Minister of State for Minority Affairs Ninong Ering yesterday met East Siang Deputy Commissioner Nidhi Srivastava and discussed various issues, including Simang Hydropower project.

During their course of discussion, the minister enquired the DC about the present status of the proposed hydel project and suggested for calling Public Hearing soon stating that clearances from Pollution Control Board and ministry of environment and forest have already been obtained.

DC Srivastava informed the Union Minister that awareness programs are being organized by the administration to make people aware and understand the benefits of the upcoming project. To meet our own requirement, there is an urgent need to develop our huge untapped hydro power potential capacity in the state for economic well being and growth of the people in the whole region, she said.

 

 

CCI clears 2 hydro projects in Arunachal

NEW DELHI, Jul 31: The Cabinet Committee on Investment (CCI) is believed to have approved setting up two hydro power projects in Arunachal Pradesh.

"Defence and Home Ministries have also given their consent for the construction of two hydel power plants in Arunachal Pradesh," a source close to the development told PTI, adding that the CCI has given approval to the project.

CCI is also believed to have cleared three Railway projects.

Hydro power contributes 18.6 per cent at 39,416 MW to the overall installed generation capacity of 2,11,766 MW.

As per reports, Arunachal Pradesh has the highest potential for hydropower generation in the country at over 50,000 MW.

NHPC is constructing hydro power projects of over 4,000 MW which includes 2000 MW Subansiri project at the Assam-Arunchal Pradesh border.

The company is facing stiff opposition from locals over the construction of the project. Centre has set up a committee to look into the matter and come up with a solution. The government has also denied clearance to some other hydro power projects in the North-eastern region for reasons including the disaster in Uttarakhand.

NHPC had signed an MoU (Memorandum of Understanding) in 2007 with the state for investing Rs 27,000 crore for setting up mega hydro projects by the end of the 12th plan period (2012-17).

 

 

AGSU & SBF oppose proposed public hearing

ITANAGAR, Jul 31: All Galo Students’ Union (AGSU) and Siang Bachao Federation (SBF) have tooth and nail opposed the public hearing for environmental clearance of Tato-I hydroelectric project (186 MW) proposed to be conducted at Tato Community hall under Mechukha sub-division of West Siang district on August 20.

Both the organizations, in a joint meeting here today, resolved to submit a joint representation to the Deputy Commissioner, West Siang for immediate cancellation of the proposed public hearing till downstream impact of the dam and cadastral survey is carried out and copies of the same are provided to people living downstream for thorough studies.

If constructed, the dam will pose direct threat to people living at Kamba to Niko Bango area affecting their livelihood, AGSU and SBF claimed in a joint press statement.

“We are not against development. But not at the cost of local indigenous peoples’ interest, nature and environment,” the release said, adding that failing to cancel the proposed hearing will compel us to launch rigorous democratic movement for fulfilling our demand. Meanwhile, AGSU has condemned in strongest term the rape of 6-year-old at Daporijo on July 23 and demanded exemplary punishment for the rapist for committing the heinous crime.

AGSU also expressed shock over the massive fire accident at Kamba where 13 houses were completely gutted.

While appealing to the people to take extreme precautions to avert such fire accident, AGSU urged the authority concerned for establishing fire service station as Kamba. It also appealed to the district administration to asses the properties lost and damages in the fire and provide adequate relief materials as per norms to the victims.

 

 

BJP chalks out poll strategy

ITANAGAR, Jul 31: Bharatiya Janata Party (BJP)’s North East States Election Management Committee reviewed Lok Sabha and Assembly poll preparedness in a meeting at Guwahati yesterday.

The meeting presided over by veteran BJP leader S S Ahluwallia, who is also the chairman of the committee, and attended by the party’s state presidents, general secretaries, MPs from concern states, chalked out poll strategies to topple Congress from the throne in the Lok Sabha election to be held later this year.

State BJP President Tai Tagak, ex-MP and National General Secretary Tapir Gao and ex- MP Kiren Rijiju attended the meeting from Arunachal Pradesh.  The meeting criticized anti-people policies of the Congress Governments at Centre and various NE states and exhorted party workers and cadres to gear up activities for the ensuing Lok Sabha and Assembly elections in some states.

 

 

LYC holds seminar on National Food Security Ordinance

ITANAGAR, Jul 31: Following the instruction given by party high command to conduct trainings on UPA govt's 16 flagship programmes, the Lok Sabha Youth Congress (LYC), Western Parliamentary Constituency organized a coordination meeting cum seminar on National Food Security Ordinance at Rajiv Gandhi Bhawan, Itanagar today.

Speaking on the occasion, APCC president and MP (Rajya Sabha) Mukut Mithi urged the Assembly Youth Congress (AYC) presidents to work hard with all sincerity to further strengthen the party, thereby maintaining party discipline.

In his address, Lok Sabha member Takam Sanjoy appealed the youth leaders to reach upto grassroots and tell the people about the flagship programmes of UPA govt and its achievements. He also suggested the youth members to work with more zeal & energy in their respective Assembly segments. APYC president Tadar Niglar, while highlighting the import of the Food Security Ordinance, which will benefit about 80 crore population in the country, appealed the youth members to concentrate on developmental activities in their respective areas being implemented by the State and Central govts for the benefit of the common people.

The meeting was chaired by LYC president Dikto Yekar and was addressed by APYC vice president Nyamar Karbak & secretary Marpin Basar, and LYC (WP) general secretaries Shilley Sonam and Kafa Bagang.

Senior Congress leaders Takar Marde and T C Tok were also present.

 

 

ZPMs call for rationalization of teachers posting in Papum Pare

ITANAGAR, Jul 31: A meeting of the education department with Zilla Parishad members of Papum Pare district was held at Deputy Commissioner’s conference hall, Yupia yesterday. The meeting presided over by Papum Pare DC cum DPD Pige Ligu was attended by  ZP chairperson Nabam Aka, DDSE Tagu Tana Tara, ZPMs and officers and officials of the education department.

Highlighting the aim and objective of the meeting and narrating the ongoing implementation of National Flagship Programme like MDM, RMSA, SSA/RTE, the DDSE seeks all possible support from PRI leaders for proper implementation of flag-ship programme in the district.  

G. Karga, SPO, SSA Rajya Mission, Itanagar highlighted on Shiksha Ka Haq Abhiyan and the role of PRIs and preparation of School Development Plan, while the BEO (MDM), DPC (RMSA)  and DPC (SSA) spoke on various issues and problems and implementation policies  and  programmes with the PRI leaders.

The issue of rationalization of teachers posting in the district is seriously taken up in the meeting by the ZPMs. They have resolved that all the SSA teachers who were appointed against respective circle and blocks should be sent back to their respective place of posting immediately to solve the single teacher problem in the remote area. The house also asked the education department for posting of subject teachers in Secondary Schools of the district at the earliest as most of the secondary schools in the district do not have subject teachers. All ZPM’s shared their views and assured to extend all possible helps for improvement of education sector, at the same time they also assured to maintain quality of the work execution by proper monitoring and supervision.  

In the supportive speech, ZP Chairperson asked the education authorities that any programme implemented in the schools should be rooted through PRI leaders.  While alarming the newly elected PR members the Chairperson requested them to be responsive and familiar with the school administration for the development of the education as well as society. She asked the education authority that if any field functionaries in the education department are not doing well should be sent back to schools.    

Lastly the Deputy Commissioner Pige Ligu asked DDSE to issue notice to transfer teachers to join their new place of posting immediately, failing to comply with the order the disciplinary action should be initiated against the defaulter teachers which may leads to suspension / termination of the teachers. He further suggested the PRI leaders to adopt a school in their respective area and extend all possible supports to be a model school. The DC, desired for proper monitoring and supervision of the schools by the ZPMs in their respective area, according to an official release

 

 

Tezu DA gets tough on absenteeism, biometrics  attendance system from  Aug 1

TEZU, Jul 31: “Absentees will be dealt with necessary actions”, affirmed Lohit Deputy Commissioner R K Sharma in a meeting here regarding the functioning of Bio metrics attendance in DC office Tezu today. All the officers   and staff under the establishment of DC office were present.

All the fingerprints (of thumb) have been collected and the Deputy Commissioner has asked each and every one to strictly follow the rules and any defaulters in attendance will be dealt with as per the rules, he said.

Biometrics will not only embark on a new system of digitized attendance record but it is a bench mark for regulation of punctuality in attendance in office.

So far the main DC office, it’s judicial and election branch and District Planning Office have been equipped with the electronic attendance record of bio-metrics since February last. But it will be on 1st August that the digitized physical attendance machine will become functional.

It was also decided in the meeting that a computer crash course will be conducted shortly by the District Informatics Officer for DC establishment staff.

Upper Subansiri acts tough against land encroachers

DAPORIJO, Jul 31: Upper Subansiri District administration finally woke up to act tough against Government land encroachers as it issued order to book three under appropriate sections of the law for dismantling government quarters.

On July 29, the district administration has issued order to bring three persons to book under appropriate sections of CrPC and IPC, who illegally dismantled the medical department quarters at Medical Colony and DRDA office quarters.

As per information, medical govt. quarter No.6 (Type-II) and quarter No.10 (Type-II) have been dismantled by staff of the same department and allegedly erected their own structures.

However, the culprit involved in the demolition of DRDA quarters has not been identified yet.

FIR has been lodged against the two encroachers of medical colony under  section  188/427 IPC R/W Section 3 PDPP Act 1984 (prevention of damage to public property act.) and the unknown encroachers under U/S 448/427/34 IPC R/W section 3 PDPP Act 1984.

Police swung into action to arrest the culprits, who are still absconding, OC Daporijo T Riram informed.

Deputy Commissioner Tahang Taggu said that legal action will be initiated against the offenders for demolition of public property.

 

 

Regional level basic course for Rover Scout Leader and Ranger Leader held

ITANAGAR, July 31: Regional Level Basic Course for Rover Scout Leader and Ranger Leader was held at State Headquarters for Bharat Scouts and Guides, Polo Colony, Naharlagun from July 24 to 30 last.

Altogether 61 participants including staff from Assam, Meghalaya, Nagaland, Sikkim, Tripura, North Eastern Railways, Uttar Pradesh and Arunachal Pradesh attended the programme.

The training was imparted under the leadership of LT (Rover) Ranajit Basu from Assam and LT (Ranger) Usha Kushwaha from Uttar Pradesh.

During the week-long training, participants engaged in activities like fundamental of scouting/guiding, knotting and pioneering, first aid, community development programme, characteristics of Rover Ranger age group, needs and aspirations of young people and self defense. They also visited Jawaharlal Nehru State Museum, Science Museum, Gompa and Raj Bhawan.

Unplanned cities and pollution

The way a city is designed and planned can have far-reaching implications for the congestion and pollution problems in the city. For example, the urban design of Delhi has led to an increase in travel distances and urban sprawl, said experts.

According to Centre for Science and Environment (CSE), the original design of Indian cities which was more compact, promoted walking and cycling.

"Growing sizes of cities and their bad design is leading to urban sprawl, increasing travel distances and time, leading to congestion, global warming and pollution," CSE said.

CSE blamed the detours caused by car-centric infrastructure like flyovers, signal-free corridors and foot overbridges for increasing carbon emissions which is invariably the result of conversion of small walkable trips to longer motorized trips.

It’s time for change

Dear Editor,

First of all lots of thanks to both Pappu Baza and JM Jamoh for your understanding. It’s really hurt us whenever we heard the term 'HARING'. I have never found this word in any dictionary or in any text book both NCERT and Pvt. Publication. But after interacting with some local people they told me that this term is being used to tag outsiders. Ok, that’s fine but most annoying thing is that the term has been used to tag mostly in markets, schools and indeed everywhere. Some people without calling our names directly address us as  'Oye haring'. I think this is not part of civilized society.  Even the kindergarten kids used this term those who even can’t speak properly. How come they know about the term? Once I met a boy of 10 years old and asked him what is the meaning of this term HARING and he was just numbed and couldn’t reply.  He told me that he came to know about this term from his parents. Yes it must be from the parents because school never teaches such things. Whenever I hear this term I really feel alienated from this land of rising sun. Whenever I heard this term it’s like taboo for me. Gone are the days when tribal and non-tribal peoples celebrated every local and national festival with each other. The sense of mutual understanding has been lost. Brotherhood is missing and hatred is reflected everywhere. Another thing I would like to say is that our forefather and fathers did many things for the development of this state and even served for more than 30 years. And many are still doing and there are uncountable sacrifices but all were lost in history. We never asked anything from the state or will ask in future. What we want is dignity. We all are brothers and sisters though our looks are different. If some people are demanding PRC it’s their problem, it doesn’t mean that all outsiders are demanding for the same. But for the sake of those people please don’t abuse us. We also want development and prosperity in this state. Please don’t misjudge us and my dear friends, brothers and sisters please think about it.

Bad road condition can cost us dearly

Dear Editor,

Through your esteemed daily I would like to draw the attention of concerned authority and  pressure groups of the state about the deteriorating road and other infrastructure of the capital complex.

One hour of rain is enough to let you know the real face of  capital complex. In rainy season there are mud everywhere and in the hot sun its dust everywhere. The drainage system of capital is not working at all. Authorities do not maintain the drain properly. Everyone while driving around capital road blame government and the system but we are also responsible for it. Associations and union use to announce bandh and go for strikes even for very petty matters but does not focus on this vital matter. That’s why they receives criticism rather than recognition from ordinary citizen.

We are moving towards four lane road but if we see our history we are even unable to maintain one lane road. People travelling through expensive cars and SUVs can never feel bad condition of the roads but the people travelling through tracker and tempo knows the pain of traveling in a bad road.

When a common people of Arunachal comment on the poor road condition of Capital Complex it hardly affects the economic health of the state but when comment comes from tourist or other visitors then it can have a strong effect on the economic health of the state.

Being an indigenous people of Arunachal Pradesh I would like to request the concerned authority (particularly the PWD minister) to take necessary steps as soon as possible and I am optimistic on the point that our Chief Minister will never let down the belief of whole Arunachal Pradesh.

Government should concentrate on road development

Dear Editor,

Many a times people appeals through social media to government of Arunachal Pradesh for development of road communication. People are crying for development of road but govt still remains mum’s as it is. People from across the country and abroad visit our state to see natural beauty. But they feel very bad about pathetic road condition. Recently some foreigners visited tourist place at Jote near NIT site, and bamboo processing industries at Poma which is very famous for local handmade crafts in the state. The foreigners appreciated villagers for their hard work. The credit goes to our former governor Gen JJ Singh for his initiation in establishing both Jote tourist lodge and Poma bamboo industry. But the foreign visitors were not appreciative of the pathetic road condition. Though Jote-Poma is nearby capital, still the road condition is so bad.
